i doubt that YT cares, beyond what may make them legally liable..other
than that, i, personally, think it's something of a good idea that it's not easy to 'report' a user..in my personal experience, there are far too many crackpost out there looking to make trouble for someone who simply disagrees with whatever opinion they have about a video or another user's comment..there are a lot of people disturbed enough to take exception to the slighest disagreement..so form that viewpoint, i think it's a god thing there's no easy way to 'report' users, with the downside being continued harassment, threats, etc. from someone fully aware they're gonna 'get away' with it on that basis...
