If the uploader has uploaded a video with content that is not
licensed
to your country (e.g. a lot of music is not licensed in several
European countries) or the video contains material
that is illegal in your country but maybe not in other countries
(e.g.
old Nazi Propaganda videos where you can see the svatiska).
It is no matter about the country of the uploader. It is a matter of
the laws ... if the material is illegal or if YouTube has no license
to broadcast different kind of material in your country then they're
not allowed to do so.
