It ain't a tagging issue, it's the format I'm trying to use.  So far,
I've been experimenting with using a native MPEG4 codec that YouTube
had originally understood.  No video has actually exceeded 10 minutes
in length.  All the required fields are filled.

So far, here's what I've got going:
I've been uploading some AVI files using native MPEG4 encoding for
video (1.1 Mbps average) and MP3 audio (22,050 Khz, 160 Kbps Stereo),
using 480x360 as the frame size.  I'd rather be using DivX but it
makes my videos bloated, past 100 MB in most instances.
