Thanks, yes I know about things like line competition affecting this,
but it seems that some other types of file go up faster.  I hear that
internet service providers limit the speed on your connection in order
to better control their spread of the bandwidth to all their
customers, for instance.

However, it does seem pretty silly that, when a speed test (ping)
shows that I should be able to get 380kbps I can only get 47.8kbps
max.  I understand that there will be some diminution at some times,
but surely one could expect, say, 250kbps?!!  Mostly I upload at off
peak times anyway, during the day, it can be slower in the evening
with everyone online going e-mail and playing around.
