I cannot upload videos from Premier Elements using my Google account.
Any attempt via Premier Elements fails with the "The username and
password you provided do not match. Please try again".

What should I do?

Save the video render to a folder and use one of the uploaders on the
YouTube site itself.  Available from the upload link on most pages, or
bookmark the link here:

I've tried that, but its saying that the video is not the correct
format.

What IS the format you're trying to upload?  MediaInfo can tell you
the details, if you're unsure.  It's available (free and open-source)
from:

http://mediainfo.sourceforge.net/en

If you're just starting out, one common error is to try to upload the
project file.  The file needs to be rendered first, and you'll have
many choices to choose from.

For YouTube your best bet is to try to get as close to what's
described here:
