YouTube Partners have no limit to the length of the video, just the
1GB file size limit.
Some director accounts created before 2007 still retain their ability
to upload longer videos. Any new director account will have a limit.

Last I heard it was still a 1GB limit for partners. The only other
limit greater than that I have seen is in regards to participants in
the Content ID program..they are limited to 8GB to upload their sample
copyrighted content for the database to use.
