once blocked, can a user still rate a video?

once a user has been blocked, he cannot rate a video, right? there is a user,

slight frame skip in hq
onixera [email address] youtube-issues i'm sure i'm not the only one who has
noticed, but a video playing in hq will actually have a few video frame skips (
thankfully no the audio) throughout the entire video. it's extremely annoying,
as nothing ever seems to play smoothly, and i like hq!

new hq/hd button on video player controls
