Well I have been thinking youtube should do something for partners or
people who fit the qualifications for partners (I do not) should be
able to limit there video size to a little more (Mabye 20 min). Also I
have heard a rumor that partners actually have no limit. Can anyone
clarify this?

Partners only have a file size limit.
